The Jammu and Kashmir Government has directed all its employees to mandatorily file their Annual Property Returns (APR) for the year 2025 through the online Property Return System (PRS) Portal within the stipulated timeline, failing which strict action will be initiated. According to Circular issued by the General Administration Department (Vigilance), every public servant is legally bound under Section 9 of the Jammu and Kashmir Public Servants Declaration of Assets and Other Provisions Act, 1983, to submit details of assets held by themselves and their family members in the month of January every year, along with reasons and sources of any increase in assets. All Drawing and Disbursing Officers (DDOs) have been instructed to ensure that employees who are not yet registered on the PRS Portal are registered without delay and that 100 percent compliance is achieved within the prescribed time. The circular cautions that non-submission of property returns without valid reasons will attract penalties.
