Secretary-level changes are expected this week before the Cabinet reshuffle at the Centre. Media world is agog with reports of Modi Cabinet reshuffle after the PM returns from foreign visit.

The latest pitch by the All India Defence Employees Federation (AIDEF) has sharpened focus on whether the 8th Pay Commission could revisit one of the most sensitive components of government compensation Dearness Allowance (DA) and Dearness Relief (DR). The federation’s demand for a revised calculation formula reflects a growing view among employee groups that the existing mechanism, anchored to older consumption patterns, is out of sync with current inflation realities.
Government sources indicate that while such demands are routinely flagged during pay commission cycles, any structural overhaul of the DA formula would carry significant fiscal implications. DA revisions directly impact the Centre’s wage bill and pension outgo, making policymakers cautious, especially amid ongoing fiscal consolidation pressures.
However, there is precedent for recalibration. Previous commissions have adjusted base years and weightages to better reflect changing economic conditions. With inflation volatility and shifting consumption baskets post-pandemic, a technical review may find traction within the commission’s mandate.
The key question is not whether the issue will be examined—but how far the government is willing to go in balancing employee expectations with fiscal prudence.

The controversy over mismanagement of funds and thefts from the Shri Ram Mandir Trust, Ayodhya has forced the government to act fast and get on to damage control mode. There are reports about a new Chief Executive Officer (CEO) being appointed to the trust. In this connection, names of three IAS officers namely- Avnish Awasthi, Yogeshwar Ram Mishra and Dr. Anil Pathak, former DM Ayodhya have started doing the round. Meanwhile, the saints have opposed the move to appoint any CEO for the trust.

The Board of Directors of Power Finance Corporation Limited (PFC) and REC Limited (REC) approved the Scheme of Merger (Scheme) for merger of REC (Transferor Company) into PFC (Transferee Company) and their respective shareholders and creditors. The merger of REC into PFC shall create a financing entity with an aggregate loan book of over INR 11 lakh crore.
The Scheme is conditional upon and subject to, inter-alia receipt of all requisite approvals and consents required under applicable law including, approvals from the respective shareholders and creditors of both the companies, and all relevant regulatory and governmental authorities; and the Merged Entity continuing to qualify as a ‘Government Company’ under the Companies Act, 2013 and the Government of India continuing to retain majority voting rights and control in the merged entity (directly or indirectly).
Pursuant to the Scheme and valuation report, the Share Exchange Ratio for the Proposed Merger of REC into PFC shall be 88 equity shares of PFC of INR 10 each fully paid up for every 100 equity shares of REC of INR 10 each fully paid up to be issued to the shareholders of REC as existing on a record date to be determined by the Boards of PFC and REC (as may be applicable) at a future date.

Bhubaneswar: Sudhanshu Mohan Samal, IAS, MD, OMC, visited Daitari Iron Ore Mines and Bangur Underground Chromite Mine to review mining operations, assess operational performance and deliberate on long-term strategies to enhance production while upholding the highest standards of safety and sustainability. He also emphasized the importance of ensuring uninterrupted raw material supply to industries to support Odisha's industrial growth.
At Daitari Iron Ore Mines, Samal reviewed mining operations, productivity, operational efficiency and logistics. He stressed the need for continuous improvement, efficient resource management and sustainable mining practices to achieve higher production while maintaining environmental stewardship.
Samal visited Bangur Chromite Mines and reviewed underground mining operations, optimisation of production capacity of the Lumpy chrome ore to cater to the industry requirements, ore evacuation systems. Tamil Nadu Chief Minister C. Joseph Vijay chaired a two-day joint conference of District Collectors and senior police officials at the Secretariat. In a first-of-its-kind gathering, IAS, IPS, and IFS officers came together to review 43 critical governance issues, focusing on law and order, anti-drug measures, women’s safety, and implementation of state welfare programs. It should be remembered that pay commission comes after ten years and therefore increase in salary and pension should take into account that next it will be raised in 2036 and the present raise is being given after 2016. Better raise will increase chances of lesser corruption

Promotional correspondence and clarifications regarding the Rules and Procedures followed
The appellant sought Promotional correspondence records and concerned certified copies claiming that issue stands clarified by DoPT under OM No 36012/12/2013-Estt (Res) dated 24th July 2020. The CIC noted that the Appellant sought inspection of all records and correspondence relating to his promotion and certain clarifications regarding the Rules and Procedures followed by the Respondent organization, including details concerning DoPT OMs. The PIO informed the Appellant that inspection of all relevant files had already been offered to him in the past and, pursuant to the directions of the CIC in an earlier matter, he had in fact inspected the files on 18.10.2023, whereafter certified copies were also provided to him. With respect to the remaining queries, the PIO clarified that the information sought was vague and appeared to require interpretation or clarification of rules, which does not fall within the definition of “information” under Section 2(f) of the RTI Act. The CIC observed that several of the queries raised in the RTI application seek interpretation of Rules and reasons for administrative decisions, which is beyond the mandate of the RTI Act. The CIC further noted that the Appellant has remained absent during the hearing and has continued to file repetitive RTI applications relating to his service grievance, which cannot be adjudicated under the provisions of the RTI Act. The CIC also noted that the promotional issue underlying these RTI applications now stands resolved as the Appellant has already been promoted and has assumed charge.
Comments
The RTI Act defines “information” under Section 2(f) and the seeking clarification is not covered under the provisions of the Act. However, with ingenuity, the RTI Act can be used to nudge the public authority to perform certain actions.
