IAS Shishir Gupta’s Initiative to Improve Water Security and Farming for 30,000+ Residents in Shopian,Kashmir

IAS Shishir Gupta,a 2020-batch AGMUT cadre officer currently serving as District Collector of Shopian has launched a pioneering Springshed Climate Adaptability Project in the Zainapora block to combat water scarcity and strengthen climate resilience.The initiative aims to rejuvenate natural springs,recharge groundwater,improve irrigation systems and promote sustainable farming practices with livelihood security in one of the district’s most water stressed regions.

Approved under NABARD’s climate and natural resource management grants.The project combines traditional knowledge with scientific methods ensuring safe drinking water, sustained irrigation and protecting the cultural heritage linked to natural water sources.Apart from that the initiative also seeks to preserve the cultural and ecological significance of natural springs, which have supported communities in Shopian for generations.

Covering 11 villages across nearly 300 hectares,the three-year project is being implemented through a convergence of key departments,Rural  Development,Agriculture,Horticulture,Jal Shakti and Irrigation.It is expected to directly benefit more than 30,000 residents significantly improving water availability and boosting agricultural and horticultural productivity.

A major pillar of the initiative is the creation of water harvesting structures and upgraded irrigation systems,enabling farmers to bring more land under cultivation.For Zainapora long affected by seasonal water shortages,this intervention promises to unlock long-delayed agricultural growth and economic stability.

Additionally Community participation is central to the project’s design,village-level committees have already been formed and are actively involved in planning and monitoring activities.Recently,29 committee members participated in an exposure visit to a developed springshed area,gaining practical insights into climate adaptive farming and sustainable water management.

DC Shishir Gupta’s initiative also addresses the region’s chronic challenge of illicit crop cultivation by offering reliable irrigation and alternative livelihood opportunities.By restoring water security and empowering local communities,the project is set to reshape Zainapora into a thriving,resilient and sustainable agricultural hub.

Seven IAS officers reshuffled in Punjab (UPDATED)

Seven IAS officers have been reshuffled in Punjab. Tejveer Singh has been appointed as Additional Chief Secretary, Technical Education & Industrial Training, while Manvesh Singh Sidhu will take over as Administrative Secretary, Labour and in addition Secretary, Revenue & Rehabilitation and in addition Commissioner, Roopnagar Division, Roopnagar relieving Mrs. Gurpreet Kaur Sapra of the additional charge. Similarly, Arun Sekhri, Commissioner, Ferozepur Division, has been relieved of the additional charge of Commissioner, Jalandhar Division and given responsibility of Commissioner, Faridkot Division; Manjit Singh Brar takes over as Administrative Secretary, Local Government; Ramvir, Secretary, Punjab State Agricultural Marketing Board and in addition Administrative Secretary, Information & Public Relations, will also handle charge of Commissioner, Jalandhar Division, Jalandhar; Rubinderjit Singh Brar, Additional CEO, Punjab Bureau of Investment Promotion, was assigned additional charge of Additional Secretary, NRI Affairs, and  Ms Sonam,currently posted at the Department of Excise & Taxation, will also hold charge of Joint Commissioner, Municipal Corporation, Patiala.

 

REC completes post-issuance assurance for USD 500 MN & JPY 61.10 BN Green Bonds (UPDATED)

REC Limited, a Maharatna Central Public Sector Enterprise under the Ministry of Power, Government of India, has successfully completed post-issuance assurance for its Green Bonds worth USD 500 million (ECB 74) issued in September 2024 and JPY 61.10 billion (ECB 66) issued in January 2024 — under its Green Finance Framework. The independent verification, conducted in accordance with the International Capital Market Association (ICMA)’s Green Bond Principles confirmed that the entire net proceeds from both the issuances have been fully allocated to eligible projects consistent with REC’s Green Finance Framework.

REC’s inaugural Green Bond Impact Report (FY 2025) reflects a maturing green-finance ecosystem where accountability is as important as ambition. Developed through close technical collaboration and international benchmarking, including expert support from the Global Green Growth Institute (GGGI), the report builds on GGGI’s earlier role in reaffirming REC’s Green Finance Framework as part of the Second Party Opinion (SPO) process ahead of the issuances.

This continued collaboration supported REC in aligning its post-issuance assurance process and impact report with evolving ICMA standards and global best practices. The report introduces a dual approach to measuring renewable energy and climate benefits — distinguishing between financed impact, representing REC’s proportional contribution based on its financed share of total project cost, and enabled impact, capturing the additional generation and abatement achieved beyond REC’s financed share.

During FY 2025, the portfolio of 11 operational projects delivered 0.87 million tCO₂ of financed reductions and 1.34 million tCO₂ of enabled reductions, supported by approximately 1 billion kWh of financed renewable generation across 2,032 MW of total installed capacity. By disclosing both, REC strengthens transparency on how its financing influences decarbonization outcomes — a step aligned with evolving global investor expectations. Avoided emissions are calculated using India’s official Combined Margin emission factor of 0.861 tCO₂/MWh for all grid-connected projects. One exception is a 7 MW solar project, which follows small-scale CDM guidance and uses the import-adjusted weighted average emission factor (0.727 tCO₂/MWh) instead. This ensures the calculations follow the most appropriate method for each project type.

REC’s internal data-controls framework ensures impact attribution remains transparent and verifiable. Foreclosed projects are excluded from impact attribution, while under-construction assets record zero impact until commissioning. These safeguards, combined with independent verification aligned with ICMA’s Green Bond Principles, reinforce the integrity of REC’s reporting system and ensure audit readiness.

REC’s green bond portfolio spans India’s clean-energy heartlands, with projects distributed across multiple states and technologies. On a combined (financed and enabled) basis, Rajasthan accounted for 70.9 % of total emission reductions, followed by Gujarat (16 %), Karnataka (5.1 %), and Bihar (3.6 %), with additional contributions from Andhra Pradesh, Uttar Pradesh, Haryana, and Maharashtra.

The portfolio (including under construction projects) reflects balanced diversification — spanning renewable energy, biogas, pumped storage, and low carbon mobility (e-buses and Mumbai Metro) — ensuring both resilience and scale in India’s energy transition.

Indigo’s human-caused crisis

The Indigo has taken the entire country for a ride and no concrete action is being taken against them.  Nothing seems to be happening on the ground. A classic case of mis-management by a private airline causing widespread dissatisfaction to lakhs of citizens-largely Indian but also foreigners.India’s image has been badly hit.

The government has ordered 10% reduction of Indigo flights with the resultant business to be apportioned among other  airlines.But,is that enough considering the degree of culpability of criminal negligence ?

Did the DGCA as the regulatory authority not know about the impending disaster,especially the demerits of building a monopoly situation by way of higher prices,reduced choice, inadequate services for passengers due to lack of competitive pressure?

Perhaps,this single “monopoly”factor made the airline so arrogant  that they treated travellers as “customers or commodities ”,not passengers.Profit was their sole motive.Passengers have a sense of ownership.This is not acceptable to them.

Should the case not be covered under the Consumer Protection Act? Refund is being talked about.Why should Indigo not give compensation for causing widespread hardships to thousands of suffering passengers who are feeling cheated,misled and financially wronged.Let the compensation be 3 to 4 times the refund amount.

Also, most importantly,in order to remove monopoly/duopoly, why not introduce more private players for providing better services at competitive prices? What is the role of the competition commission of India in investigating abuse of  dominance and protecting consumers’ interests.? It is a wake-up call.

Is it mandatory to have SEBI registered license for teaching about stock market?

The Appellant filed an application seeking information whether it is mandatory to have SEBI Registered License with person or company who teaching about stock market and whether SEBI takes Complaint against stock market educator person or company who is Non Registered with SEBI. The PIO replied that it cannot be construed as "information", as defined u/s 2(f) of the RTI Act as it is in the nature of seeking clarification. The CIC observed that outstretching the interpretation of Section 2(f) of the RTI Act to include deductions and inferences to be drawn by the CPIO is unwarranted and upheld that reply provided by the PIO.

Comments

Under Section 6 of the RTI Act, an applicant is entitled to get only such information which can be accessed by the public authority under any other law for the time being in force. A public authority is not required to furnish information which require drawing of inferences and/or making of assumptions. It is also not required to provide `advice' or `opinion' to an applicant, nor required to obtain and furnish any `opinion' or `advice' to an applicant. The reference to `opinion' or `advice' in the definition of `information' in section 2(f) of the Act, only refers to such material available in the records of the public authority. Further, many public authorities provide advice, guidance and opinion to the citizens as a public relation exercise. But the same is purely voluntary and should not be confused with any obligation under the RTI Act.
