Will Modi reshuffle his Cabinet after May 15?

There is a strong rumour in the power galleries that PM Modi could reshuffle his long awaited cabinet after May 15. The Modi government is also going to complete its two years of 3.0 in power in the last week of May.

Congress Faces Likely Decimation in West Bengal Polls?

The Congress party is staring at a near-total collapse in the upcoming West Bengal assembly elections, according to emerging political assessments and ground-level inputs. Once a significant force in the state, the party has steadily lost organizational strength, cadre presence, and voter relevance over the past decade.

Its alliance arithmetic appears weak, with limited traction against the dominant Trinamool Congress and a resurgent BJP, both of whom have consolidated distinct voter blocs. Congress’s inability to project strong local leadership or a compelling state-specific narrative has further eroded its prospects.

In several constituencies where it previously held influence, early indicators suggest a sharp decline in vote share, with even traditional support bases drifting toward more competitive players. Unless there is an unexpected shift in campaign momentum, the party risks being reduced to a marginal player in the state’s political landscape.

Kejriwal in a bid to Ramp-Up Punjab Strategy holds Daily War-Room Meetings with IPAC & TMC Inputs in Play?

Delhi Ex Chief Minister and AAP national convenor Arvind Kejriwal has intensified preparations for the upcoming Punjab elections, with sources indicating a high-frequency strategy push centered on funding and cadre expansion. Kejriwal is said to be leading a dedicated core team that is holding more than three closed-door meetings, effectively operating a round-the-clock “war room” to fine-tune electoral tactics.

According to people familiar with the development, the focus areas include strengthening booth-level organisation, identifying local influencers, and ensuring a steady flow of campaign resources. The leadership is also reviewing constituency-level data and feedback mechanisms to recalibrate outreach strategies in real time.

Notably, sources suggest that select political strategists linked to the Trinamool Congress ecosystem, along with professionals associated with IPAC (Indian Political Action Committee), are informally contributing inputs. Their involvement is believed to be advisory in nature, particularly around messaging, voter segmentation, and digital mobilisation.

The accelerated pace of planning reflects AAP’s intent to consolidate its position in Punjab amid emerging political challenges and shifting voter dynamics.

Exit Polls 2026: A Fractured Verdict Signals Shifting Sands in Regional Power Equations (UPDATED)

Exit polls released after polling concluded on Wednesday, April 29, 2026, for assembly elections in West BengalAssamKeralaTamil Nadu, and Puducherry paint a mosaic of continuity laced with potential disruption, offering the first glimpse ahead of counting on May 4. Most agencies project a razor-sharp contest in West Bengal, with several — including Chanakya Strategies (BJP 150-160 seats, TMC 130-140) and Matrize (BJP 146-161, TMC 125-140) — giving the BJP a narrow edge or outright majority in the 294-seat house, hinting at a historic breach of Mamata Banerjee’s citadel after 15 years of TMC rule.

In Assam, pollsters are near-unanimous on a comfortable third-term victory for the Himanta Biswa Sarma-led BJP (projected 85-100 seats out of 126), underscoring the party’s entrenched hold despite Congress efforts under Gaurav Gogoi.

Kerala points to a likely comeback for the Congress-led UDF (around 70-90 seats), ending the LDF’s stint, while Tamil Nadu surveys largely favour the incumbent DMK-led alliance, though Axis My India’s projection of actor Vijay’s fledgling TVK securing 98-120 seats introduces a wildcard that could redraw Dravidian politics.

Puducherry trends favour the NDA. These numbers reflect broader trends: BJP’s sustained southern and eastern expansion, fatigue with incumbents in some pockets, and the rise of new regional disruptors.

Yet history cautions restraint — exit polls have famously erred in Bengal (underestimating TMC in 2021) and elsewhere, with margins of error capable of flipping hung-house scenarios. A thin swing in Bengal or surprise consolidation could still favour Mamata; similarly, TVK’s debut performance remains untested. For national parties, strong showings would boost momentum ahead of future battles, while setbacks might trigger internal reckonings for TMC, LDF, and Congress. Ultimately, these projections underscore voter volatility and the limits of pre-poll certainty in India’s diverse electoral landscape.

It will be ‘touch and go’ for Justice Sujoy Paul ?

Legal circles say  it will be ‘touch and go’ for the Chief Justice Kolkata High Court Justice Sujoy Paul for elevation to the SC. In case, SC Collegium meets in April or May, chances of Justice Paul for going to the Apex Court are rated high since he is scheduled  to retire in June-end.

Agriculture Ministry Set for Bureaucratic Realignment?

Signs are emerging of a bureaucratic shake-up in the Agriculture Ministry as Shivraj Singh Chouhan begins to consolidate a tighter team in New Delhi. The transition is already visible in the elevation of Atish Chandra, who has assumed charge as Agriculture Secretary after being brought in from the PMO, underscoring a preference for trusted, reform-oriented officers. Earlier reporting also showed the ministry had begun assigning senior officials as nodal officers across states, a move that suggests stronger central control and closer monitoring of implementation. Chouhan has publicly stressed coordinated working, rapid delivery, and tighter oversight of key farm inputs, which fits the pattern of a minister building his own administrative ecosystem.

This likely reshuffle appears aimed at aligning the ministry’s bureaucracy more closely with Chouhan’s policy priorities, especially farmer services, state coordination, and faster decision-making. If the changes deepen, they may affect the balance between long-serving officials and newer appointees around the minister’s core team.

Govt to Tighten Road Project Norms to Fast-Track Execution and Reduce Delays ?

The government is considering significant changes to the framework governing the award of national highway and road projects, aiming to improve execution timelines and reduce cost overruns. Under the proposed rules, projects will only be awarded once critical pre-construction requirements are met.

A key change under discussion is the mandatory acquisition of at least 90% of the required land before a project is awarded. This marks a shift from earlier practices where projects were often bid out with incomplete land acquisition, leading to delays and disputes during execution.

In addition to land readiness, authorities are also planning to make building and environmental clearances a precondition for project awards. Ensuring that statutory approvals are in place beforehand is expected to minimize regulatory bottlenecks and litigation risks.

The move reflects the government’s broader push to enhance efficiency in infrastructure development, particularly in the roads sector, which has faced persistent delays due to land and approval-related hurdles. By front-loading these requirements, policymakers aim to create a more predictable and execution-ready project pipeline.

India Engages Iran to Facilitate Vessel Exit; Shipping Corporation Eyes Renewed Middle East Operations

India is actively engaging with Iran to facilitate the safe exit of commercial vessels amid evolving regional security concerns, signaling a calibrated diplomatic push to protect maritime trade flows. The discussions are understood to focus on deconfliction mechanisms, port clearances, and assurances for Indian-linked ships operating in or transiting through sensitive Gulf corridors. Officials are also exploring coordination channels with Iranian authorities to ensure that delays, inspections, or disruptions are minimized during periods of heightened tension.

Parallelly, Shipping Corporation of India is likely to gradually resume or expand sailings to key Middle East destinations, reflecting cautious optimism about route stability. Industry sources indicate that risk assessments are being recalibrated, with insurers, charterers, and operators closely tracking advisories related to chokepoints such as the Strait of Hormuz. Any sustained easing could support freight rates, reduce voyage uncertainties, and stabilize supply chains linking India with energy and commodity markets across West Asia.

However, operators remain cautious, maintaining contingency plans and flexible routing strategies in case geopolitical conditions deteriorate or restrictions tighten unexpectedly. The evolving engagement with Iran is therefore being watched closely by policymakers, shippers, and global logistics players in coming weeks.

KIIT ranked 6th Best University in India, emerges No 1 in eastern India in THE Asia rankings (UPDATED)
Kalinga Institute of Industrial Technology (KIIT-DU), Bhubaneswar has registered an impressive rise on the national academic stage, securing the 6th position among all universities in India—across both government and private institutions—in the latest Times Higher Education (THE) Asia University Rankings 2026. Emerging as the highest-ranked institution not only in Odisha but across the entire eastern region, KIIT’s ascent underscores its growing academic and research stature. The achievement marks a notable climb from its 8th position in 2025, reflecting a steady and impressive upward trajectory in one of the world’s most competitive higher education benchmarks.

Globally, KIIT has climbed to the 169th position in Asia, marking a steady and impressive rise from 196th in 2024 and 184th in 2025.

The THE Asia University Rankings 2026 assessed 929 universities from 36 countries based on rigorous performance indicators across five key areas: teaching (learning environment), research environment (volume, income and reputation), research quality (citation impact, strength, excellence and influence), international outlook (staff, students and research), and industry income (knowledge transfer and patents).

The ranking comes as a major achievement for KIIT as it has moved ahead of many established and legacy institutes despite being a young university in comparison.

Prof. Achyuta Samanta, Founder of KIIT, KISS, and KIMS, expressed heartfelt gratitude to the dedicated faculty, staff, students, alumni, and well-wishers who have played a pivotal role in this achievement. “This recognition reflects the collective efforts and the mission-driven spirit that define KIIT. We share this success with every individual who believes in our values,” he stated.

KIIT has consistently featured in prestigious global rankings, including the THE World University Rankings and QS Rankings. The university has also earned major international accreditations such as IET, ABET, and others, further solidifying its position as a global centre of excellence in higher education.

KIIT has demonstrated strength through its multidisciplinary academic ecosystem, covering engineering, medicine, management, and law as reflected under the ‘teaching (learning environment)’ parameter. The university’s strong placement record and industry-oriented curriculum have further contributed to its teaching credentials, reflecting positively on student outcomes.

In terms of ‘research environment’, which evaluates research volume, income, and reputation, KIIT has shown consistent growth. Despite being a relatively young institution compared to older public universities, it has significantly expanded its research output and funding base in recent years, enhancing its academic standing.

The research quality parameter, which focuses on citation impact and research influence, has also contributed to KIIT’s rise. The university has gained recognition for its impact-driven research, particularly in areas aligned with global development goals, thereby improving its citation metrics and academic visibility.

The University has also performed well in ‘international outlook’, supported by its growing base of international students and academic collaborations. The university’s engagement with global institutions and its efforts toward internationalisation have strengthened its position in Asia-wide rankings.

Another key factor behind its improved ranking is ‘industry income’, which measures knowledge transfer, innovation, and industry collaboration. KIIT’s strong linkages with industry, reflected in high placement rates and applied research initiatives, have played a significant role in this category.

Evidently then, KIIT’s performance across all five parameters highlights a balanced institutional model, combining quality teaching, research growth, global engagement, and industry integration.

Highlighted Points: KIIT-DU ranked 6th among all universities in India in the Times Higher Education Asia University Rankings 2026. Emerges as the highest-ranked university in Odisha and the entire eastern region, reinforcing regional academic leadership. Performed consistently in teaching, research environment, research quality, international outlook, and industry income, reflecting a balanced institutional model. Outperformed several legacy institutions, driven by industry-linked education, global collaborations, and impact-oriented research.

India Rejects BRICS Common Currency Push !

India has formally declined the proposal for a common BRICS currency, underscoring it's emphasis on monetary sovereignty and national interest. New Delhi remains cautious about any framework that could dilute its control over financial policy or place it within a currency system perceived to be dominated by China.

Instead, the government continues to promote the use of the Indian rupee in bilateral trade arrangements. This approach helps reduce transaction costs, minimizes exchange rate risks, and gradually internationalizes the rupee without binding India to a multilateral currency mechanism.

At the same time, India remains committed to the US dollar as a central pillar of the global financial system. This calibrated stance enables New Delhi to avoid potential trade frictions or financial repercussions from the United States, while preserving access to global capital markets.

By prioritizing local currency settlements over a shared BRICS currency, India is effectively balancing its economic relationships. The strategy allows it to engage constructively with BRICS partners while maintaining strong ties with Western economies, ensuring flexibility and strategic autonomy in an increasingly polarized global financial landscape.

DATE WITH RTI

Enlistment as Contractor in the MES

The Appellant sought information regarding enlistment of contractors in MES, retention period of related records, transfer of records after expiry of retention period, receipt of his application dated 18.09.2023, as well as queries regarding contractors’ bills and refund of fees. The PIO stated that information had already been forwarded under earlier letters, and that relevant files were not traceable as they were 35 years old. He also stated that as per the Accounts Officer, GE (West) Lucknow, the retention period of contractors’ bills was 10 years. The CIC observed that the reply furnished by the PIO is incomplete and evasive. Simply stating that retention is “10 years” without providing the authenticated Record Retention Schedule is inadequate under the RTI framework. Despite service of notice, the PIO failed to appear before the CIC which was viewed seriously as it reflects disregard towards the proceedings of the CIC. The CIC directed the Respondent to provide a copy of their records retention schedule to the Appellant free of cost within three weeks from the date of receipt of this order. Further, the CIC cautioned the PIO to remain vigilant in future and ensure timely attendance before the CIC as well as proper discharge of duties mandated under the RTI Act, failing which penal action can be initiated against him/her.

Comments

Every department should retain a copy of the destruction memo in accordance with the Record Retention Schedule. It would be handy to show that the documents have actually been destroyed as per the prescribed guidelines.
