While academic excellence remains the foundation of growth,true education lies in preparing students to navigate real-world challenges with confidence. IAS Himanshu Aggarwal, a 2014 Batch Officer of Punjab cadre and currently posted as Deputy Commissioner,Jalandhar has launched a Project CHETNA (Children’s Health, Education, Training and Nutritional Assistance).A district-wide initiative designed to bridge the gap between classroom theory and practical life readiness.Byintegrating essential life skills into the formal school system, Jalandhar is preparing its youth not just to pass examsbut to thrive as informed and resilient citizens.

The Need for Intervention:Addressing the Preparedness Gap
While Interacting with government school students,Aggarwal saw a huge gap that though students were academically capable many lacked exposure of essential life skills.

Recognising that even simple adult responsibilities such as filling out bank forms,understanding salary slips or handling financial transactions appeared intimidating to students.Moreover in emergency situations like road accidents or medical crises,students often lacked handson knowledge of first aid or CPR.The growing digital landscape added another layer of vulnerability as students were not adequately trained to navigate cyber threats,phishing scams or online exploitation.Additionally, limited awareness around gender sensitivity,hygiene and career planning highlighted the need for a more holistic educational approach.
The Strategic Intervention:A Blueprint for Empowerment

To address these gaps,Project CHETNA institutionalized life-skills education across more than 70 government and private schools benefiting over 15,000 students.The curriculum is structured around six key pillars:
1. Digital Literacy and Safety
2. Financial awareness
3. Gender sensitivity
4. Sanitation and Hygiene
5. First Aid and Emergency response
6. Career guidance

Additionally adding to the initiative is its “Say-Do-Ask” methodology designed at the district level by Assistant commissioner IAS Mukilan ensuring that learning is active rather than passive. Under this experiential learning, students first understand concepts in simple terms, then practice them through simulations such as performing CPR or enacting banking procedures and finally reflect on how these lessons apply to their daily lives.
To further increase exposure,visits to administrative offices and premier institutions are also arranged adding to students experience.These visits "humanize" the administration,teaching students how public systems work and encouraging them to take ownership of their role in a democracy.
To ensure sustainability Project CHETNA is incorporated as a weekly session led by trained teachersand not as a one-time workshop. Impact and Legacy:The Chetna Confluence

The success of the initiative was powerfully demonstrated during the Chetna Confluence: Skill and Survivalwhere students showcased their preparednessand learnings through realworld competitions.
Today, the legacy of Project CHETNA extends beyond the school gates.Students are now acting as "change agents" within their own families, sharing knowledge on financial security and medical safety. By combining administrative vision with community-wide engagement, Project CHETNA has set a new standard for holistic education in India.

At 99 and set to attain 100 on March 5, H M Joshi, India’s lone surviving member of the first post-Independence IPS batch and former Director General of Police of Madhya Pradesh, continues to inspire. Residing in Bhopal, the veteran officer who tamed the dreaded Chambal dacoits spoke exclusively to Whispers in the Corridors, recounting his service and voicing hopes for a communal hatred-free, peaceful society.
Joshi joined the Madhya Pradesh cadre in September 1948 as Probationary Assistant Superintendent of Police in Sagar, performing duties from Sepoy to Sub-Divisional Officer. As DIG Gwalior Range in 1969, he crafted a humane anti-dacoity strategy — “no fake encounters” — that led to real operations and, in the 1980s, the surrender of over 400 dacoits. For his gallantry, he received the President’s Police Medal.
Now frail, with weakened eyesight and hearing, Joshi still begins each day with a walk and reads newspapers voraciously, having stopped watching TV five years ago.
On policing, he is candid: “Madhya Pradesh Police still has a good name, but with the commissioner system and big officers, we need more Investigation Officers. Every Thana must have at least three IOs; strengthen the sub-inspector who does the real work.”
He advocates devolving power to people on the mayoral model of America, England and Germany. While appreciating RSS discipline and its organisational strength that helped it dominate 15 states, Joshi laments excessive political mudslinging. “Gandhiji is dragged into controversy — one side calls him Bapu, the other criticises him. Modi ji quotes him ten times, yet some from his party insult him. This hurts,” he said.
Above all, the centenarian prays for peace. “Seventy-five years after Independence, we should have understood: call it water, jal, pani or nira — it is the same. Hindu, Muslim, Jain — what difference? The Gita is a textbook on yoga, not religion; teach it to remove discrimination. Let there be no communal hatred. This is my only wish.”


The Ministry of Housing and Urban Affairs (MoHUA) has reconstituted the Board of Hemisphere Properties India Limited. It has appointed IAS officers Pradeep Kumar Jha and Shyam Lal Poonia as new Directors on the company’s Board. They will serve in place of outgoing Directors Smt. Manasi Sahay Thakur and Smt. Tanvi Garg, who have been relieved of their Board responsibilities. This change reflects a routine restructuring of government representation on the Board of the Central Public Sector Enterprise, aimed at aligning it with current administrative priorities and responsibilities. The appointments take immediate effect as per the Ministry’s order, and the company will update statutory records and regulatory filings to reflect the new Board composition.

France, as G7 chair, has invited India to participate in the 2026 G7 leaders’ summit in Évian as a key partner from the Global South. This continues a pattern of regular outreach invitations to India by G7 hosts, reflecting New Delhi’s growing weight as the world’s most populous country and a top-tier economy. French messaging around its G7 presidency highlights reducing global economic imbalances, climate and energy security, and technology governance, areas where Paris sees India as an indispensable interlocutor. The Union Government reiterated in the Lok Sabha that all High Court judge transfers are made in the public interest, initiated by the Chief Justice of India in consultation with senior Supreme Court judges. REC Limited, a Maharatna Central Public Sector Enterprise under the Ministry of Power, today showcased the first live demonstration of India’s Peer‑to‑Peer (P2P) energy trading pilot program under the India Energy Stack at the India AI Impact Summit 2026, held at Bharat Mandapam. The demonstration was presented during a strategic session titled “India Energy Stack (IES) and the AI‑Ready Power Sector: Trust, Interoperability, and Scale,” marking a significant milestone in India’s transition towards a decentralized, consumer‑centric digital power ecosystem.
The highlight of the session was a first‑of‑its‑kind live demonstration of a P2P decentralized energy transaction conducted under the India Energy Stack framework. Arun Singh, a farmer from Meerut (Uttar Pradesh), used a secure, blockchain‑enabled platform to sell surplus solar‑generated electricity directly to Lakshmi, a garment shop owner in Delhi. Arun sold 6 units of solar power and earned Rs. 30. This historic transaction demonstrated the real‑world application of the India Energy Stack (IES), a Digital Public Infrastructure (DPI) designed to empower citizens as active ‘energy agents’ rather than passive recipients of electricity.
The live P2P energy trading demonstration represents the most visible and tangible application of the India Energy Stack to date. The pilot enables prosumers—households, businesses, and farmers who generate renewable energy—to directly trade their surplus power with other consumers through trusted digital protocols, laying the foundation for a more participative and decentralized power market.
The live demonstration took place in the presence of Dr. Ram Sewak Sharma, Chair, India Energy Stack; Shri Jitendra Srivastava, Chairman and Managing Director, REC Limited; Shri Ashish Kumar Goel, Chairman, UPPCL; Shri Alok Kumar, Director General, AIDA; Shri Reji Pillai, President, ISGF; Shri Shashank Misra, Joint Secretary, Ministry of Power; Shri Prince Dhawan, Executive Director, REC; and Smt. DEMO PRESENTED TO HON’BLE POWER MINISTER ON 18 FEB 2026
Union Minister for Power, Shri Manohar Lal visited REC pavilion on 18 Feb 2026 where he was presented a live demonstration of a P2P decentralized energy transaction conducted under the India Energy Stack. He also met various Technology Service Providers (TSPs) at REC Pavillion where they presented different AI solutions related to Power Sector.
DEMO PRESENTED TO HON’BLE PRIME MINISTER ON 16 FEB 2026
Earlier, on 16 February 2026, a demo of peer‑to‑peer energy trading was also presented to the Hon’ble Prime Minister of India, Shri Narendra Modi, during his visit to the MeitY Pavilion. The demonstration was conducted by Shri Shashank Misra, Joint Secretary, Ministry of Power, and Shri Prince Dhawan, Executive Director, REC Limited, along with one of the first beneficiaries of the P2P energy trading pilot.
ABOUT INDIA ENERGY STACK
The India Energy Stack (IES) is an interoperable digital framework of open standards and protocols that enables secure, low-cost data and service exchange across the power sector, similar to how UPI transformed India’s digital payments ecosystem.
REC Limited is the nodal agency for the India Energy Stack on behalf of the Ministry of Power. FSR Global serves as the knowledge partner for the initiative, with support from the India Smart Grid Forum (ISGF), which has played a key role in advancing smart grid innovation and providing technical inputs for scaling digital energy solutions across India. Additionally, Networks for Humanity (NFH) is contributing to the development of a trust‑based digital transaction framework to ensure secure, verifiable, and scalable peer‑to‑peer energy networks.
Gite Vijaysingrao Sahebrao has been posted as Deputy Controller of Accounts, Ministry of Health & Family Welfare, New Delhi. He is a 2020 batch ICAS officer.
Girish Dayalan, Registrar, Cooperative Societies, Punjab, holding additional charge of MD, Punjab State Cooperative Bank Ltd., and MD, Punjab Infrastructure Development Board, will also hold charge of MD, MARKFED, while Mrs Preeti Yadav has been posted as Special Secretary, Employment Generation, Skill Development and Training, Punjab.

Ms Prajakta L Verma, Joint Secretary, Department of Atomic Energy, has been given premature repatriation to her parent cadre in order to avail the benefit of promotion in the cadre. She is a 2001 batch IAS officer of Maharashtra cadre.
French President Emmanuel Macron lauded India's achievements in the artificial intelligence domain and praised the country for creating a digital ecosystem that serves 1.4 billion people. "India built something no other country in the world can,| he said while addressing theAI Impact Summit. He also warned about digital safety, especially for teenagers and children, stressing the need for responsible use of emerging technologies.

Harsimran Singh, Chief Vigilance Officer, Hindustan Copper Limited (HCL), Kolkata, has been assigned an additional charge of Chief Vigilance Officer, Geological Survey of India (GSI), Kolkata for a period of three months. Singh is a 2001 batch officer of Indian Railway Service of Engineers.

AI posing threat to employment of translators
AI threat to two lakh translators’ jobs AI threats to jobs in the European Union centre of translation & interpretation industry is real. In India, more than 200,000 translators and interpreters jobs are likely to be affected. Warnings of end of the human brain and its use: technology, they claim, works faster than human output, flawless, error free, accurate and above all cheap. The industry needs the technology as they offer a large number of these jobs in comparison to the government. The NEP has opened the floodgates for school/college textbook translation. Ultimately it would be the private publishers who will get the largest chunk of the new business for making text books available to students in time. With more than 200 languages (Major+minor) it opens opportunities unprecedented. Machine translation and interpretation will be done by Artificial Intelligence. Government can no longer remain inert to these warnings to more than 200000+ jobs.

Show cause notice to the Bar Council of India for vague and evasive reply
Through four different RTI applications, the complainant sought different information from Bar Council of India such as the Audited accounts of the last 5 years of BCI, Compliance of section 4(1) of the RTI Act, the minutes of meeting of the Trustees, copy of the Income/Expenditure & Balance sheet, copy of the Bar Council of India Pearl Trust, Copies of the inspection report, Minutes of the meeting of the Legal Education Committee of the Bar Council of India etc. The CIC noted the vague reply and delay in responding to the RTI application and directed the PIO to submit a suitable explanation as to why no action should be initiated for the variations in their stance. In the other complaint, a notice was issued why action should be initiated for the vague and evasive reply which has not even been submitted before the CIC. Further in another complaint, the CIC issued a show cause notice Mr. Anil Kumar, PIO, BCI why penalty should not be levied upon him under Section 20(1) of the RTI Act for not furnishing any response.

The Bar Council of India (BCI) is a statutory body established by the Parliament under the Advocates Act, 1961 to regulate and represent the Indian Bar. The BCI prescribes the standards of professional conduct and etiquettes and also set standards for legal education. If such a premier body fumbles in implementing section 4 of the RTI Act and is served a SCN for imposing penalty, the legal profession is in for a rude shock.
