18 IPS officers retiring in April

As many as 18 officers of Indian Police Service (IPS) of various cadres and batches are retiring in April 2024. THDC, UJVNL, TUECO ink an MoU with Nagar Nigam Haridwar

In an endeavour towards sustainable development, THDCIL - UJVNL Energy Company Limited (TUECO), A Joint Venture of THDC India Ltd. & UJVN Ltd., has today inked a Memorandum of Understanding (MoU) with Nagar Nigam Haridwar to establish a Waste to Green Energy Plant worth Rs. 140 crores. This initiative aims to convert 400 Tons Per Day of Municipal Solid Waste into 140 Tons of Green Charcoal. R K Vishnoi, Chairman and Managing Director, THDC India Limited informed that the establishment of this plant is poised to address environmental challenges stemming from solid waste while fostering cleaner surroundings, aligning with the vision of Swachh Bharat. He further added that representing a landmark for the sacred city of Haridwar, this endeavour underscores India's self-reliance ethos through the utilisation of cutting-edge indigenous technology for solid waste management. Nagar Nigam Haridwar has generously allocated approximately 10 acres of land at Sarai for the construction of this plant. The MoU was formalised between Varun Chaudhary, IAS, Municipal Commissioner of Haridwar and Shri Sandeep Kumar, CEO of TUECO Ltd. in the presence of officials of TUECO & Nagar Nigam Haridwar.  The plant's operations will involve the daily processing of 400 Tons of Municipal Solid Waste, which will be directly fed into the reactor to produce 140 Ton torrefied charcoal. This innovative process yields a substance akin to natural coal, facilitating its seamless integration as a fuel blend in thermal power plants for electricity generation. Notably, this process boasts environmental friendliness, characterised by lower operating temperatures compared to alternative technologies, thereby minimising toxic emissions. This collaborative effort signifies a pivotal step towards sustainable waste management and underscores the commitment towards a cleaner, greener future for Haridwar and beyond.

DG NIA meets DGP, Jammu and Kashmir in Police Headquarters

The Director General of National Investigation Agency (NIA), Sadanand Vasant Date visited Police Headquarters J&K at Jammu where he held a detailed interaction with Director General of Police J&K R.R Swain and other senior officers. During the interaction, the officers underlined to further strengthen the collaborative efforts in investigations to combat terrorism and counter the support structures that aids and abets such nefarious activities and to devise more effective measures by giving thrust on effective investigations. ADGP (Headquarters/ Coordination) PHQ M.K Sinha, ADGP Law & Order Vijay Kumar, ADGP Jammu Zone Anand Jain, ADGP CID Nitish Kumar, IGP NIA, Vijay Sakhare, DIG NIA Amit Kumar, SP NIA Jammu Sandeep Chaudhary were present during the interaction.

Admiral Dinesh K. Tripathi Takes Over As 26th Navy Chief (UPDATED)

Admiral Dinesh K. Tripathi took over as India’s 26th Chief of Naval Staff (CNS) on Tuesday, assuming the responsibility of leading the Indian navy from Admiral R. Hari Kumar, who superannuated after a 41-year long service. A Communications and Electronic Warfare specialist, Adm. Tripathi was commissioned in the Indian Navy on 1 July 1985. He brings a wealth of experience with him to the highest office having served in various instructional, operational and administrative appointments throughout his career. Immediately before his elevation to the top post, the Admiral was briefly the Vice Chief of Naval Staff (VCNS).

Second appeals pending for long time

Due to the non-availability of CIC and IC in Delhi, most of the second appeals on RTI are pending as early as 15-18 months. CPIO and FAA of various Govt Dept are least bothered about replying to the applications as they are aware that it can be delayed as nothing is also going to happen at the CIC level. Moreover, no strict action and/or penalties are imposed by CIC nowadays, so it has become a waste of time. CPIOS are applying various conditions for not relying upon the RTI and their staff members ask for Money for the same. The Supreme Court has correctly said that RTI has become a dead letter. My 62nd appeals are pending from 1 to 15 months with CIC, no action by CPIOS has been taken on the earlier orders, mainly they are for DDA and RCS, Delhi.

Is Justice Lodha Committee constituted by the Supreme Court a Public Authority?

The Appellant filed an RTI application with PACL Nodal Officer and Secretary, Judge (Retd) R.M. Lodha Committee seeking certain information. Having not received any response from the CPIO, the Appellant filed a First Appeal with the FAA, PACL Nodal Officer and Secretary, Judge (Retd) R.M. Lodha Committee. Aggrieved with the non-receipt of any response, the Appellant approached the CIC. During hearing, the attention of the CIC was invited towards the following clarification mentioned in the written submissions filed by SEBI, copy of which was also endorsed to the Appellant. The clarification read, “…the Justice Lodha Committee having been constituted by an order dated 02/02/2016 of the Hon'ble Supreme Court of India is not a Public Authority within the meaning under Section 2 (h) of the RTI Act, 2005 and hence would not fall within the purview of the said Act…” After adverting to the facts and circumstances of the case, and perusal of records, the CIC observed that the Appellant has not filed the RTI Application with any public authority as required under Section 6(1) of the RTI Act.

Comments

The CIC has preferred to rely on the submissions of the respondent without referring to the definition of a public authority as per section 2(h) of the RTI Act. any authority or body or institution of self-Government established or constituted by notification issued or order made by the appropriate Govern­ment is covered under the definition of a public authority. As per section 2(a) of the RTI Act, "appropriate Government" means in relation to a public authority which is established, constituted, owned, controlled or substantially financed by funds provided directly or indirectly by the Central Government or the Union territory administration, the Central Government. It is apparent that Justice Lodha Committee having been constituted by an order dated 02/02/2016 of the Hon'ble Supreme Court of India is a Public Authority within the meaning under Section 2 (h) of the RTI Act, 2005.
